No. But between garlic, oil and chiles I’m hard pressed to consider the dish bland. I’d up the garlic and chiles rather than add chicken broth, personally.
And definitely not with cappellini.

You could add chicken stock to your pasta but it’s not an aglio and olio anymore, if you ask me

Honestly, poor technique and the need for chicken broth shows that. They even call it bland and say it needs cheese.
Look, aglio e olio is a canvas. When it’s done right, it’s good by itself. You can then add whatever you want, but it then becomes about showcasing that extra ingredient.
It makes no sense to add a splash of chicken broth, which is typically done to enhance other flavours and add complexity. Aglio e olio is not and should not be about complexity.
Want to change something about that canvas? Try using fresh chilis instead of dried chili flakes. Use it to understand the difference between different spaghetti thickness, similar shapes (say, linguine), and brands. Add parsley at the end, that is still considered just aglio e olio. Use different cultivars of garlic, try it with black garlic.
When that canvas becomes attractive by itself, feel free to paint on it. Add one extra spice. Try sundried tomatoes. Got some fancy black olives? Anchovies? Wine? Why not. Add whatever you want, but keep it simple. One extra ingredient, two at most.
Don’t even keep it southern italian. Want to showcase truffle? Want to showcase fois gras?
Or, just don’t make it at all. If you find it bland, maybe it’s just not your cup of tea. Don’t force it on you if it’s not to your taste.
