Just a small correction: sodium citrate is an emulsifying salt, not a thickening agent. It makes the proteins in milk and cheese break down (or in the other words, make cheeses melty)
it's surprisingly easy to make your own sodium citrate, the key ingredient in american cheese, it's just baking soda and lime or lemon juice, basically, look it up
You can dump in cold milk into your roux and not worry about lumps. It's a scary concept but I saw it in a chef john video and was pleasantly surprised.
I'll never understand breadcrumbs as a topping for something like this. It's a death sentence for any leftovers, which you have to assume there will be. Once you stick it in the microwave those breadcrumbs will turn to total mush.
I'm not that keen on such a boatload of cheese tbh. I like how we make macaroni here in Holland more. We still use cheese. But usually only a bit grated on top.

Béchamel tip : you can tip all the cold milk in at once, and heat up to thicken. Simpler and avoids lumps
