Ingredients:
2 cups water
1 cup quinoa
1 tbsp oil
1 whole yellow bell pepper, chopped
1 whole red bell pepper, chopped
1/2 tsp salt, or to taste
1/2 tsp black pepper, or to taste
2 tsp Italian seasoning, or to taste
1 tsp chili flakes
2 cups heavy cream
1 tbsp tomato paste
Optional: 1/2 cup parmesan cheese
~cilantro for garnish
