Id toss it and not use. You don’t know how they were stored and that could be an indication of bacteria.

It’s fine. It’s just from an uneven hydration of the flour before the drying process. It usually only happens with cheaper brands, because of lower QC, but there’s no harm or risk with it.

Those are just fractures in the pasta, it will fall apart when you cook it.
