The Italian beef has been extremely popular in Chicago and it's surrounding suburbs for quite awhile. There is a reason Portillos and other chains are so popular in Illinois, Wisconsin, and Indiana. I cannot speak for outside of that general area, I strongly disagree it was made popular by "The Bear." I have done my fair share of traveling as an electrician and have seen versions of it in plenty of other states.
