They don't realize or dare not say that it is them the captains that is the real power in the Mafia. If they wanted they could eliminate every boss of La Cosa Nostra and make their own decisions and allegiances and not have to pay a street tax to a boss that has not earned the right to have it other than through threats and violence. Good example of a bad boss is Nicky Scarfo, a psychopath who whacked his own captains and forced them to pay him street tax and tribute like he was some Roman senator.
It’s funny looking back at this conversation and realizing what Jimmys actually asking is “should I let the Feds know to expect an increase in murders in the near future?”
One other thing you see in the show is how the mob loses itself to newer generations. I mean look at these capos and the way they discuss things, they seem smart and educated, and they're all on the same page. now compare this to Paulie, chris, ralph, vito, and even phil, half the time they're in-fighting over some petty thing. It's like Jimmy said, this is an organized paramilitary group, the later generation is just gangsters and thugs.
