Baltimore Mayor Jack Young once again loosened restrictions on indoor dining, but more than a dozen businesses in Fells Point and Little Italy are choosing not to do it. The order is getting a lukewarm reception from restaurant patrons on The Avenue in Hampden — a big “no thanks” from owners of some 19 Fells Point and Little Italy restaurants and bars.
