I'm afraid I would put all the ingredients except the cheese in a large bowl to mix it then put it in the casserole dish and top with the cheese. ☺️

This may be based on an Amish recipe, though not one I'm familiar with, but the Amish won't be using mass produced canned soup, boxed pasta or paprika and any cheese would be a simple, homemade farmers type cheese. A Mennonite origin would make more sense, or it's just a Depression era casserole that got mislabled.
I can't imagine ANY AMISH PEOPLE being lazy enuf to have Campbell soup in thier house ESPECIALLY in thier cupboard. I'm sorry I'm just not buying this is AMISH
I do a similar recipe with the soups and then I add pork chops. Makes fantastic gravy too.

How much milk?
No cream or cheese add stewed tomatoes and fry the onions with the ground beef. Parsley does nothing if it's Dried. Use elbow or egg noodles
Urgh. Just mix in a bowl, please. Also, why do people put so much garlic in their food? Garlic is like any other spice. It's there to enhance the flavor. When you take a bite and say, "Oh, garlic flavored," then you're using too much garlic. If I wanted a garlic casserole, I'd make a garlic casserole.
